Although now a bit dated, this book serves two purposes: it summarizes the development approaches, or themes, to industrial development up to the late 1980s; and shows how development experts and institutions often have to make radical policy shifts after costly failures. It mainly provides a record of policies to avoid, but also some successes. Both help policy-makers continue the search for the magic formula which will jump start African economic growth.
