I'm new to Oracle and just completed reading this book. I found to be a very easy read with dozens of hints and tips I didn't find in other books. You can tell the author really wants to make sure you understand the points he is trying to make. I like the chapters containing non-technical, but still important information (i.e. increasing the quality of change management and evaluating third party products). All in all, I would rate this book a great buy!
